Track support time overage on subscriptions

Use case: I provide a monthly website care plan that includes 1 hour of support, with a 15-minute minimum per support request. Additional support time is billed at $75/hour.
I've been playing with retainer projects as a workaround, but it would be great to assign a monthly time limit to a subscription. Then track time against the subscription and automatically bill any overage when the subscription period renews.

I believe this is complete with the new auto pay recurring functionality.
