Improve “Create Agreement” widget – allow “create only” without auto-sending

Right now, the “Create Agreement” widget both creates and immediately sends the agreement to the client. In practice, it's likely we'll need to personalise the agreement before sending (e.g. adjust scope of work).
Request:
Please update the “Create Agreement” widget to have two options:
~ Create draft only (based on selected template, saved to the Opportunity, not yet sent)
~ Create + send (current behaviour) [or scrap this option altogether]
This would let workflows generate agreements automatically from templates, while still giving us a chance to review and customise before sending.

Yes! We have this generate and review behavior for invoices, but not for agreements.

So THAT'S what happened... I was working on crafting an agreement with "not to exceed" pricing that I'd charge when the work was done, and somewhere in the process my client got automatically invoiced for the full amount. I caught it and told them to ignore it, but I had no idea what I'd done to trigger that.
