Allow Forms to be partially completed

Allow clients to partially complete a form to come back to at a later date and make amendments - or have it so that we can lock/unlock the form so we can oversee changes that need to be made

This and to be able to move through the form with pages even if they haven't completed one page. Making it so they just cant submit until they complete all portions. I had a client who wanted to skip parts of the form and circle back and she couldn't so i had to go through and remove the page breaks in the form for her.
