Some deliverables happen every week or month, and I want the ability to set them as recurring, rather than re-create them every time.

This is complete. Recurring deliverables are now fully supported in projects. The feature can be accessed from the "Project list" view and there is an option to "Add recurring deliverable" at the bottom of the deliverable list.
