I've added images into a proposal but it doesn't re-format very well for mobile view (header image doesn't resize, image on the left is tiny with text on the right crammed in.)
I also dropped an image as a "header" into a form but it also doesn't resize when viewed on mobile.

The latest update for proposals fixes most of the mobile usability issues.
Using the advanced features of the rich text editor can still cause some elements to not respond well.
All of the native layout components now behave properly.
